BC PNP in plain language

British Columbia nominates people who can live and work in the province and help its economy. Skills Immigration covers workers, with an Express Entry option for candidates in the federal pool; Entrepreneur Immigration covers people starting or buying a business in B.C.

Most worker routes are registration-based: you register, the province selects periodically, and selected candidates are invited to apply for nomination. BC has consolidated its streams in recent years — several once-popular streams are now closed.

Stream fit

The open Skills Immigration streams are Skilled Worker and Health Authority. Entrepreneur Immigration runs Base and Regional streams for businesspeople. Choose the stream that matches your real situation.

Closed streams

Entry Level and Semi-Skilled closed permanently; International Graduate closed in late 2024; International Post-Graduate closed in early 2025. Do not plan an application around these streams.

Registration selection

Registrations are ranked and selected in periodic draws, with priority areas shifting over time. A registration is an expression of interest, not an application — selection is not guaranteed.

Federal step after nomination

A B.C. nomination is only the provincial step. IRCC still decides your permanent residence application, including medical, security, and admissibility checks.

A careful, step-by-step approach

  1. Confirm the open streams

    Check the current BC PNP program guide to confirm which streams are accepting registrations before investing effort.

  2. Register and document early

    Create your registration and gather evidence that proves every claim — job offer, experience, credentials, and business details.

  3. Respond within the window

    If selected, submit the complete nomination application within the stated timeframe; missing the window ends the opportunity.

  4. Apply to IRCC after nomination

    Once nominated, apply for permanent residence through the route the province specifies — Express Entry or the regular process.

Your document starting point

The exact checklist depends on your route, stage, and circumstances. This list helps prepare the discussion; it does not replace IRCC's personalized document requirements.

  • Passport and identity documents for you and accompanying family members
  • Job offer letter and employer details that meet current program conditions
  • Work experience evidence: reference letters, contracts, and pay records
  • Education credentials and assessments where the stream requires them
  • Language test results, where required for your stream
  • For entrepreneur streams: business plan, ownership records, and financial documents
  • Settlement funds evidence, where applicable

Refusal risks and preparation pitfalls

Eligibility and evidence both matter. The following points deserve attention; this is not an exhaustive list or a prediction of a decision.

  • Building a plan around a closed stream (ELSS, International Graduate, or International Post-Graduate)
  • A job offer that does not meet the current conditions for your stream
  • Occupation and NOC/TEER mismatch between claimed duties and the code used
  • Registration claims that the supporting documents do not actually prove
  • Treating selection or nomination as a guarantee of permanent residence

Common questions

Is the Express Entry BC option faster?

The Express Entry BC option links your nomination to a federal Express Entry profile, and your PR application goes through the Express Entry system. Check current processing information for both routes before comparing timelines.

Can I apply without a job offer?

Most Skills Immigration routes centre on a qualifying B.C. job offer. The entrepreneur streams are for businesspeople rather than employees. Review the current program guide for what each open stream requires.

What happened to the graduate streams?

International Graduate closed in late 2024 and International Post-Graduate closed in early 2025. New student streams announced in 2024 have not launched. Graduates now generally apply through the open worker streams.

Do I have to live in B.C. after nomination?

Yes — a genuine intention to live and work in British Columbia is expected, and the province can revisit a nomination if your circumstances change materially.

Can my family be included?

Accompanying family members can usually be included in the federal permanent residence application. Check the current IRCC instructions for who qualifies and what documents they need.
