Understand the starting point.

A study permit authorizes qualifying studies in Canada, subject to its conditions. A school admission and a permit decision are separate steps. Start with your education goals, then review the immigration requirements, financial preparation, and documents that apply to your situation.

Eligibility factors to review

Immigration rules change frequently.

These are key factors, not a complete eligibility test. Check the current official instructions and your individual circumstances before applying.

School and program

Confirm your designated learning institution (DLI), acceptance evidence, and intended course of study. If working after graduation is part of your plan, separately check whether the program is PGWP-eligible.

Attestation and Quebec requirements

A provincial or territorial attestation letter (PAL/TAL) is needed in many cases. Since January 1, 2026, degree-granting master’s and doctoral programs at public DLIs are exempt from PAL/TAL. Other exemptions also exist. Quebec studies may require a CAQ.

Financial preparation

Demonstrate funds for tuition, living costs, and return travel for yourself and accompanying family. Review the current amounts and the credibility of the funding evidence.

Purpose, admissibility, and conditions

Explain the study plan and temporary stay. Check health or background requirements, your application route, and any conditions governing studies or work.

  1. Frame the education plan

    Review the school, program, start date, and how the studies connect with your background and goals.

  2. Identify the required evidence

    Confirm acceptance, attestation or exemption, finances, and any country-specific requirements.

  3. Prepare and submit

    Organize a consistent application and follow the relevant IRCC instructions. Keep copies of submitted records.

  4. Plan after the decision

    Review travel instructions and any permit issued. Understand your school, study, and work conditions before acting.

Your document starting point

The exact checklist depends on your route, stage, and circumstances. This list helps prepare the discussion; it does not replace IRCC’s personalized document requirements.

  • Passport and relevant identity or immigration records.
  • Acceptance letter and available school or program information.
  • PAL/TAL, exemption evidence, or Quebec CAQ as applicable.
  • Financial records explaining tuition, living costs, and the source of funding.
  • Education history and a clear explanation of the proposed studies.
  • Applicable medical, custodianship, translation, or other checklist documents.

Refusal risks and preparation pitfalls

Eligibility and evidence both matter. The following points deserve attention; this is not an exhaustive list or a prediction of a decision.

  • A study plan that is unclear or poorly supported by the record.
  • Missing attestation evidence or assuming an exemption without checking.
  • Financial evidence that does not explain availability or source of funds.
  • Incomplete history or inconsistent dates across school and immigration records.

Common questions

Does admission guarantee a study permit?

No. School admission and immigration approval are separate decisions.

Does every student need a PAL/TAL?

No. There are defined exemptions, including qualifying master’s and doctoral studies at public DLIs from January 1, 2026. Confirm the exemption and its evidence before relying on it.

Does a study permit guarantee a PGWP?

No. Post-graduation work permit eligibility needs a separate review of the program, study history, and applicable rules.

Can I work while studying?

Only where your circumstances and permit conditions allow it. Review the current student-work rules before starting employment.
